some of the states have not given NTSE question papers back to students

This is really shocking that some of the states have not even the question paper to students back This is a clear cut violation of the orders of supreme court which has directed all the Private / government bodies to give papers back to students in order to bring more transparency in to the entire system, Students/ parents must use RTI to get the papers from the states, i have already posted how the RTI can be used for accessing the papers. States who have not given papers are not ready for public scrutiny which leaves lot of scope for manipulation. Usually there are lot of corrections in the papers which never come in public because of this, even the answer keys prepared by the states are wrong, for example last year there were 12 questions wrong in the offical key released by Rajasthan which later got corrected when official protest were lodged by parents and students, the same is the story every where, in 2008 MAT paper of Gujarat which came through RTI , there were 18 mistakes in the paper itself , out of 90 questions ( close to the world record). This year there are few corrections in those states who have given the answer key barring Maharashtra.
Every state should give the paper, release the official answer key before the result, should invite objections to the answer key if any, declare the results along with the marks and ranks with the corrected answer key. some of the states who have not given papers are as follows:

Uttar pradesh
punjab
Madhya pradesh
Haryana
Jharkhand
Chandigarh
Orissa

west bengal has also not given the MAT & SAT papers,as well as taken away the admit cards
