NCERT plays foul, spoils hopes of students and parents

There are some startling observation of our visit and inspection of records on 27th May 2013 .It is eye opening information for all aspiring NTSE candidates also. 1. Representations received after 16th Aug 2012.

NCERT has informed all and even child right commissions a no. of  or lot of representations recieved after result .

 In our inspection there were only three representations recieved after 16 th August 2012.  First is dated 21st August 2012 and addressed to Director and marked to ESD , second is dated 25th Sept 2012 and last one was dated 5th Oct. 2013. One representation does not have any address,  only mobile no. that is not functional at present. Other two represenations were  from Parth Lal (Roll no. 12412006 ) and Hemandu Aswal (Roll no.13012090).Only One representation was about Q no. 8 of SAT and another was about MAT.
The representation dated 25th sept 2012 was in response of NCERT office letter no. F4-30/2011/ESD/8670 Dated 14th sept 2012 . When enquired they accepted that they sent the letter as the previous  representation   was forwarded by PMO. The copy of NCERT office letter no. F4-30/2011/ESD/8670 Dated 14th sept 2012 is to be obtained under RTI.
2. Details of formation of expert committee by Director, NCERT on dated 19 Dec 2012 and detail report of expert committee-
On our inspection we found that the three representations were put by NTSE coordinators on 12th Dec. 2012  with proposal to constitute a committee and committee was formed on 19th Dec. 2012 . the committee had meeting on 19th Dec. itself and submitted report on 19th Dec. There is no record of commitee meeting except the excrepts of it report . Names of expert being confidential were not shared with us.
We enquired about rulings and guidelines underwhich proposal of 12 th Dec was made and approved on 19th Dec. There are  no such rules and manual as per NCERT and Director NCERT has dicretionary powers to constitute the committee.

4. Regarding 4 PH candidates NCERT shown a draft letter asking them to submit PH certificate . According to them those candidates fall under low vision category and letter was uploaded on NCERT web site .As those candidates could not see the letter and responded they were replaced by 4 PH orthogo handicapped candidates.As per NCERT , Ayusha Jha who is quiet healthy and physically perfect , NCERT informed , he is hearing impaired and only single candidate under that category . Any lay man can understand the game plan and process being adopted by NCERT .
8.  SHIVANSU KUMAR bearing N. Roll No- 13812246 and RUSHIL KUSH bearing N. Roll No- 13112567  belong to SC community and earlier qualified in GEN quota and later on they got their original quota in Jan 2013 .

Million dollar question---WHO FILLED THE FORMS FOR THE LOW VISION PH CANDIDATES? WHY PH CATEGORY WAS NOT MENTIONED IN THE FIRST LEVEL EXAM? ITS RIDICULOUS COMMENTS BY NCERT- THAT THEY ASKED FOR REPRESENTATION FROM SOME PERSON PERSONALLY.... HA HA HA ..........

If I understand it correctly, you saw all representations filed at NCERT post 16 Aug 2012 and there were only 3 !! That is very surprising
